I run a team of VAs too. Not a popular take but I would keep him, temporarily at least. Here's why. He's a known quantity and you can manage his role/access to prevent/minimize future theft. Utilize him for your benefit and you're no longer obligated to give him raises, bonuses or rewards for the foreseeable future. I've let a VA steal from me for years and track the amount. I've passed them over for every raise they would've gotten over time. I've saved a lot of money in the long run. I would be paying them way more than what they're been stealing monthly. And I have the leverage (proof of theft) to keep things the way they are or they can quit at anytime and be replaced.
